The non-negotiables are designed to:

1. Identify the essential skills that children need to become confident with, i.e. be able to demonstrate in independent tasks and be able to apply in other contexts.
2. Unblock learning, i.e. to keep teachers focused on the essential skills rather than coverage at the expense of progress.
3. Unlock learning and progress.
4. Inform parents of the key skills which they can help their child work towards

The non-negotiables are not designed to imply that the rest of the curriculum is an irrelevance – it clearly isn’t. But rather to give a structure for professionals to decide what the right curriculum is for their pupils.
